Choosing a military training development partner
Compare partners against the work you need to accept. A clear analysis work package, a useful output specimen and an agreed review process tell you more than a broad promise to automate training.
Define the work before comparing suppliers
- Name the occupation, course, procedure or equipment system in scope.
- Separate analysis, design, courseware production, delivery and evaluation. Identify which stages the partner will perform.
- List the source publications, revision status and any missing or contradictory material.
- Identify the receiving team and the output it must be able to edit and review.
- Agree who supplies SMEs, who resolves questions and who accepts the deliverables.
Ask to inspect one complete output
Use a non-sensitive source passage and follow it into the proposed task and objective. Ask the supplier to demonstrate a correction and an unresolved requirement as well as a straightforward example.
- Can the reviewer locate the exact source passage and version?
- Can the supplier distinguish source statements from assumptions or recommendations?
- Are conditions, standards and assessment requirements supported or explicitly awaiting a decision?
- Can the receiving team edit the agreed deliverable in its existing workflow?
- Is an illustrative demonstration clearly separated from an actual customer result?
Identify the customer’s framework
Canada, the United States, the United Kingdom and European customers do not share one universal training approval process. Identify the applicable authority, contract, framework and edition. Similar output names do not establish equivalence.
| Context | Question to resolve |
|---|---|
| Canada | Which CFITES requirements and qualification-standard or training-plan outputs apply to this customer? |
| United States | Which service/customer instructional systems design requirements and courseware deliverables does the contract require? |
| United Kingdom | Which current JSP 822 / DSAT requirements and analysis or design documents apply? |
| Europe | Which national, customer or multinational framework governs the work, and in which language must deliverables be accepted? |
Agree the data and delivery conditions
Ask for evidence specific to the proposed environment. A deployment option or a general security statement does not establish that your material can be processed under your contract.
- Which documents may be shared, by whom and through which approved channel?
- Where will data be processed and stored, which providers are involved, and who can access it?
- What are the retention, deletion, model-use and support arrangements?
- Which export formats, installation dependencies and change processes are actually supported?
- What accreditation or validation is claimed, for which component/version and within what scope?
Write pilot acceptance criteria together
Use a bounded work package with a documented starting point. Measure the whole review cycle, including document preparation, corrections and SME effort. Generation speed alone does not establish accepted output quality.
- Agree the source set, expected outputs and who evaluates them.
- Define how reviewers will check source interpretation, missing tasks, assumptions and objective quality.
- Record preparation time, drafting time, review time and rework separately.
- List unresolved issues and define what prevents acceptance.
- Agree what happens to the analysis, corrections and source records after the pilot.
Close with a receiving decision
Before committing to production, confirm the version of the deliverable, the receiving owner, open decisions, acceptance status and next stage. Distinguish approval to continue design from approval to deliver finished training.
Bloomsco can start with source-linked task and competency analysis for your designers, with further training development scoped separately. Bring one course or work package and its source documents to discuss the handoff.
